1. THE OPPORTUNITY
This is a procurement for one of, Management Consultant Level 1, as further described in the
Requisition and section 3 of this RFP.
All vendors and proponents please take note: Unless an exception applies as described in Section
1.28 b), as a condition of contract finalization the successful Proponent will be required to provide
the Province with a Tax Verification Letter. Please see Section 1.28 for further details. As set out in
Section 1.28, the Province will be unable to finalize a Contract with a Proponent that is unable to
produce a Tax Verification Letter as a part of Contract finalization, if required.
1.1 Project Context
The Data Governance Project is to conduct a comprehensive review of the current data governance
practices across all Health Authorities (HA) and Ministry of Health (MOH). The Management
Consultant Level 1 is expected to develop a Data Governance framework (and supporting
documentation) that is provincial in scope and focused on sharing of health information among BC
Health Authorities and the Ministry of Health.
1.2 Background
As part of the Health Sector Analytics Strategy 2024/25 to 2028/29, data governance, data analytics
and privacy professionals from across the Ministry of Health and the Health Authorities are working
to implement the following vision: “A culture that uses meaningful, trusted and actionable analytics
to drive health-system value.”
The following strategic priorities have been identified at a provincial level through the Standing
Committee on Analytics, Governance and Exchange (SAGE), to achieve that vision:
1. Meaningful, actionable analytics that drive strategy and decisions.
2. World-class analytics workforce
3. Streamlined, secure access to data via coherent analytics infrastructure and data
stewardship.
4. High-quality, timely and standardized strategic data assets
5. Strong data literacy of users. 1
As one of the three SAGE sub-committees, the Data Governance Steering Committee (DGSC) is
responsible to develop a plan to address Strategy 3 within the Implementation Plan: “Streamlined,
secure access to data via coherent analytics infrastructure and data stewardship.”
A sub-group of the DGSC was formed with leads from each Health Authority to “Establish a Data
Governance Framework and Chief Data Stewards within each HA to work with the Chief Data
Steward within the Ministry, with accountability for the flow of data for secondary use.” 2
To articulate an objective, comprehensive and cohesive framework, the Data Governance
Framework Sub-Committee of the Provincial DGSC is seeking a consultant to develop a data

governance program approach that aligns with collectively agreed-upon principles to ensure
consistency of access, quality, privacy and security of health data across the province.
1.3 Scope
The anticipated term of this opportunity is January 6, 2025, with an end date of March 28, 2025,
with options to extend for up to two one-year terms. All proposed Resources must be available to
start on January 6, 2025, and available Monday to Friday between the hours of 9:00 AM to 5:00 PM
PST.
The maximum contract value (exclusive of any applicable taxes) including expenses and travel (if
applicable and requiring prior approval by the Province) may not exceed $100,000.
Services will be performed at the Contractor’s or Resources’ place of business within Canada.
Resources must be available during BC business hours. Resources may be required to travel for
meetings in B.C.
2. QUALIFICATIONS
2.1 Consultant Qualifications
The Management Consultant Level One is required to have the following skills and experience:
Management Consultants with Experience Level 1 are Consultants that can demonstrate in their
submitted examples that they have led multi-discipline teams in strategic or complex initiatives to
improve performance of an organization through analysis of existing business problems and
development of future plans from conception to final implementation, including at least five years
experience working with senior executive management levels for example within a government
body this would be Deputy Ministers, Assistant Deputy Ministers or Government Chief Information
Officers and managed effective working relationships with managers up to and including executive
level, and/or had individuals performing functions at a management level or senior technical level
reporting directly to them.
The consultant will:
1. Develop a draft provincial Data Governance Framework for review and feedback.
a. The Data Governance Framework should be provincial in scope yet applicable at
both the Health Authority and Ministry levels and focus on the sharing of data
between Health Authorities and the Ministry rather than the internal data
management processes within each organization.
b. The Framework should be based on a set of shared principles, some of which have
already been identified, and should include the roles, responsibilities and
accountabilities, and processes to facilitate the effective and efficient sharing of
health sector data amongst all parties. This may or may not include an overarching,
provincial governance structure to oversee the implementation and ongoing
management of the framework and resolve potential conflicts.
c. The Framework should be developed in such a way as to minimize the
implementation impact within each organization while retaining the overall project
intent. In other words, this Framework should be able to be embedded into existing
Data Governance programs within each organization with as little negative impact as
possible, yet still provide the structure required to efficiently share data between
parties. To achieve this, an assessment of the Data Governance practices within each
organization will be required.
d. The initial draft should be solid enough to allow each organization to understand
how they will need to absorb it into their existing Data Governance program, which
will also position them to provide valuable feedback.
2. Develop an Implementation Plan for each organization describing, at an elevated level, how
to embed this Data Governance Framework effectively and efficiently into their existing Data
Governance structures. The initial draft of the Framework and the Implementation Plan
should be circulated together for feedback.
3. Produce a final provincial Data Governance Framework after incorporating feedback from all
parties.
a. The Implementation Plan should be included as an Appendix.
b. Feedback loops include key contacts within each Health Authority and the Ministry
of Health.
c. The deliverable will be considered "final" once all Parties have signed or have agreed
to sign the Framework.
4. Develop a PowerPoint deck describing the Framework and Implementation Plan, and the
process that led to this final product including the review processes.
a. The presentation should be designed for consumption by, and delivered to, the key
contacts within the Health Authorities and Ministry.
5. Develop a Training Program
a. The content for a training program will focus on educating employees about the
data governance principles and practices included in the Framework.
b. The objective of this training will help build a data-driven culture and ensure that all
employees understand their roles and responsibilities in managing data.
c. The consultant will not be required to deliver the training.
The framework does not require definition or guidance on the following topics which are to be
addressed by other sub-working groups:
Roles and responsibilities of a Chief Data Steward.
Indigenous data governance.
Information sharing plans and agreements.
These concepts may still be accounted for or referenced within the framework.
Deliverables:
1. A draft of a provincial data governance framework for review and feedback
2. A final provincial data governance framework after incorporating stakeholder feedback.
3. Presentation and training materials to present to relevant health authorities and Ministry
stakeholders.
The Proponents should demonstrate that the proposed Consultant(s) have the following skills and
experience:
7 years of recent experience in providing services of similar scope and complexity in the
public sector demonstrating knowledge and understanding related to data and
information governance with a particular focus on data access and data sharing involving
large volumes of personal information.
Demonstrated knowledge of information related to Canadian legislation, regulations and
policies. In BC these would be the Ministry of Health Act, the e-Health Act, and the
Freedom of Information and Protection of Privacy Act in British Columbia.
Demonstrated knowledge of data systems and analytics, including the use of large
complex data sets to support analytics.
Managing with diverse collaborators across the sector in different levels and parts of an
organization and leading teams in consensus building with members from across public
sector organizations such as ministries, agencies, authorities, crown corporations and
other public entities.
Managing and creating working relationships within a complex policy environment
(business and social policies).
2.1.1 Response Guidelines
Proponents should complete all information solicited in the VMS candidate submission link,
and, in addition, provide the following:
The Ministry expects the Contractor to provide Resources with the aptitude, abilities,
education, experience, knowledge, skills and training at the level necessary to provide the
services.
The Contractor should have appropriate recruitment, retention and replacement plans in
place to ensure that availability of qualified Resources when necessary.
Volume of work, number of Resources and types of expertise required may vary over time
and the Ministry is seeking a Contractor with the flexibility to respond to changing needs.
We are seeking full time resource (35 hours per week) for the duration of the contract.
2.2 Bill Rate
Consultant(s) are to be billed based on hourly blended team rates, to a maximum contract
price of $100,000. No expenses may be charged.
Rates quoted will be taken to mean, and will be deemed to be:
a) in Canadian dollars; and
b) exclusive of any applicable taxes.
2.2.1 Response Guidelines
Proponents are to follow the instructions in the VMS, including all instructions on the VMS
candidate submission link.
2.3 References
Proponents should three references for all resources(i.e. names and contact information) of
individuals who can verify the quality of work provided specific to the relevant experience of
the Consultant(s) proposed. References from the Proponent’s own organization are not
acceptable. References will be considered in accordance with section 1.22 (e) of this RFP.

4. EVALUATION
Evaluation of proposals will be by a committee formed by the Province and may include employees
and contractors of the Province and other appropriate participants.
The Province’s intent is to enter a Contract with the Proponent who has met all mandatory criteria
and minimum scores (if any) and who has the highest overall ranking.
Proposals will be assessed in accordance with the entire requirements of the RFP, including
mandatory and weighted criteria.
4.1 Mandatory Criteria
Proposals not clearly demonstrating that they meet the following mandatory criteria will
be excluded from further consideration during the evaluation process.

b) The Proponent must be registered to use the VMS.
The proposal must be submitted using the VMS and in accordance with Section 1.3.
The Proponent must be able to work at Pacific Standard Time during regular business hours.
The Proponent must be able to attend a video interview.
The Proponent’s submission must be completed using similar form as the table of
Proponent’s response in Appendix B.
No more than two proposals per vendor.
